Clean energy can’t be deployed quickly if every single contract is custom-written and negotiated over many years. All that time and duplication is a waste. Contract disclosure would allow the market to work far more efficiently by establishing standards that save time by shortening negotiations.
Secrecy lets bad contracts clog the pipeline. Many governments sign undisclosed contracts for overpriced power or for more capacity than they need. Then they dispute these contracts or impose moratoriums on new development. Disclosure would greatly reduce these risks.
