Legal & Regulatory Environment

No regulations or policies mandate or prohibit PPA disclosure. PLN, the national utility, first began publishing basic PPA information (total investment, tariffs, financing scheme, investors) on its website in 2011. Since the adoption of Ministry of Energy and Mineral Resources (MEMR) Regulation No. 10 of 2017, national media outlets and the MEMR publicly announce most PPA signings. Only a handful of PPA contracts have been fully disclosed.
